They're working the system in order to achieve their dreams. Remove the emotive element and you'll realise they aren't doing anything wrong. They're simply taking advantage of the opportunities presented.

another hobson's choice with those "opportunities" sam. to be entirely fair, these opportunities should not be limited to grassroots leaders. there should not be any political element to these contracts. regardless of race, language, religion or political affiliations....

incentivize the grassroots with other means (give them direct income tax breaks), awarding contracts is a huge moral hazard.

In an ideal society, that would indeed be the case. However, we live in a world where reality is far removed from Utopia. In NZ, the modus operandi is no different and the old boy's network is alive and well. If you move in the right circles, you'll have a distinct advantage and this is in a country which ranks highly in the transparency ratings.
