More than the dorm owners, it is the employers of these workers who are passing the buck to tax payers, with lots of helpful
policies from the PAP. Overcrowding in the dorms have been around for decade and employers have been able to squeeze
more than double the number to be accommodated. Dorm owners are grass-looters, who contribute to the PAP members
who also "happen" to be ministers.
