If they give U back all your CPF money and U spend/gamble the money all away in a short time. Are U going to beg on the street or blame the government?
They tried that, didn't work, Singaporean's didn't like the idea. Just look at the old folks who need to collect cardboard boxes and sell tissue for a living.
