Delta variant is highly contagious and spreads like wild fire through the air.

No need, because anti vaxxers are mostly low-income, low IQ, Bo Tak Chek type that don't pay much in taxes anyway.
Just by requiring them to go for multiple tests and paying for them from their own pocket will be enough to set them straight. These farkers don't even have $10 in their pocket let alone asking them to pay for $100 tests everytime.
