OTC built Changi Airport, low-fare MRT and free highways. At his peak as Communications Minister, SingTel (then still a statutory board) reached the size and reputation for the basis of listing and then went on to becoming one of the biggest in Asia despite Singapore being one of the smallest countries. Those were days when nobody complained about phone fees and transport costs and yet, the service providers could be healthily profitable and expanding. Changi Airport as home base also contributed to the real expansion of SIA beyond reputation and capability to attract more foreign airlines to use Singapore as airhub. I think that he did a good job.

He worked out solutions that maintained and expanded amenities serviceably and affordably. Whoever heard of complaints of COE and ERP prices then? Well, not even bus, MRT and taxi fares. He didn't solve problems or create problems by simply passing on costs to the public or overspending taxpayers' money that's usually the style of ministers from the 1990s onward. As for the Marxist Conspiracy arrests, why blame him? Even TCB agreed and supported it given the evidence available and presented to Parliament and President at that time.
