全民瘋狂搶購衛生紙，近期新北部分公廁卻發現衛生紙用得特別凶，像麥當勞瑞芳店衛生紙用量也比平日多，還傳出被顧客順手牽羊。新北市府廣場公廁則把衛生紙鎖住且蓋上印戳，以供辨識，頂多只能多抽，不能拿走。
「平常就會被偷，何況是現在」公廁管理員表示，平常一卷衛生紙可撐1到2天，如今天天都不夠，每天都要補，「真的不知道是大家上得特別多，還是被拿走 」？不過公廁巡補衛生紙並非時時刻刻，如果用完了，很可能會影響後面的使用者，希望大家能「將心比心」，夠用就好。
新北市遠東百貨等百貨業者及台鐵等單位過去也常發生衛生紙遭竊情況，但這次「衛生紙之亂」卻未受影響，原來他們已不再提供整卷衛生紙，改以烘手機取代，「他們總不會誇張到連烘手機都拆走吧」。
麥當勞瑞芳店近日傳出衛生紙使用爆量 ，還有衛生紙整卷不翼而飛，店家表示要由總公司統一發言，間接證實。
新北市府有許多公廁因過去經驗，在這次搶購衛生紙風波前，就比照嘉義東山休息站，把衛生紙都蓋上印戳，然後用鐵盒鎖住。秘書處表示，如此一來，就算民眾想順手牽牛也很困難，但恐依然防不了拉過量衛生紙使用。
