i say no. cloud might be disperse off using technology.

merlion like any other buildings can be easily strike by lightning .
it got damaged because lightning is not arrested and ground to earth
it's just another piece of concrete structure without meaning

I have seen some chemtrail 'clouds' in the sky recently, so don't be surprised that they're doing some cloud seeding to ward off rain.

Can't have bad weather if you want to celebrate getting kicked out of Malaysia and perform your propaganda rituals.
