Advice needed Neighbour from Hell (Jurong SMC)​

Need advice.

Upstairs unit using a heavy industrial fan. the noise at night spread to all bedrooms.

Talked to them, be neighbourly. Been enduring them since Jan 2024.

Write to HDB - HDB officer went to visit them then tell me their fan okay. Only after that he visit me and listen to my audio clips then he say “Got noise, Monitor first then go CMC if you want, if it doesn’t improve”

Waited a month after the HDB officer visit.

Consecutive days cannot sleep properly thanks to the noise. Went upstairs talk to them today ask if I can buy them a new fan.

Flat owner: Auntie (60s)

Occupant: Daughter (40s)

Occupant: Guy (30s)

Occupant: Daughter in law (30s)

Guy said no. No particular reason, ego. The fan I wanted to replace wasn’t even in his room. It was in another bedroom but it was loud enough to spread to all my bedrooms and even living room.

The noise from this guy last 2 years during silent hours can include fan noise, loud movie noise, loud techno music, Aum chanting. Can go past 12am and start around 3-4am. Goes beyond 2hrs each time.

His daily alarm at 4am sound and snooze for 20mins. I have had better sleep during ICT outfield than with his noise.

His non citizen wife had the gall to say she felt that there was no privacy that I could hear everything from their room, to them opening the wardrobe door, to them chanting. Claims my bedroom is too silent.

It is their noise spilling over, not my intention to listen to them.

During this whole exchange, the daughter in law kept telling me to move to landed, hdb not suitable for me. Suffering noise during silent hours is my fault? Expected to as a citizen?The guy and wife told me HDB is old and structure is failing. Flats are 99 year tenure, if by the 45th year the structure is already failing it must be a big scandal.

In the end he refused to compromise and shouted at me to leave. During this whole exchange, the flat owner and daughter did not say much. Most of the conversation was dominated by the non citizen daughter in law. Which is weird, given that it is not her flat to own.

This type of neighbour how to go to CMC. And with the limited effectiveness of CDRT, I don’t think that will actually work.

no use one lah .... none of the zhenghu agencies or papayas can do anything to settle one .... U cannot hamtam charbor due to society restrictions, but U can everyday hamtam that 30yo until the 3 charbors surrender .... U dare do then only make those scumbs surrender, U no dare do then only can suck thumb on bed.
