It's a standard politician way of advocating a position to reapproach China without appearing to give in and concede to her. First build up a caricature of a supposed pro-China national leader that is seen as western enough, then slide in and imply that you are just following this very "tok kong" good friend of the western world and there is nothing wrong with a 180 degree U-Turn.

This makes the whole switch appear less flippant, softens the defeatist image and sets a tone that is more palatable to the voters. LHL is most likely used like a prop to manage sensitive communications by the Aussies rather than any genuine belief that he really is some sort of forward thinker with deep insights into China nobody else has.
