It's very easy to revert back to PRC citizenship. There's even a form for reverting back to PRC citizenship for ex-PRC in the Chinese embassies.

no need to revert back to PRC citizenship. no need to fill in forms. my chinese friends just hold dual citizenship.

Not sure how your 'friends' did it. But ICA will need the renunciation letter from PRC to issue SC. This process I am very sure. Maybe my Chinese friends not as well-connected as yours. Then, something is wrong with ICA.
 
Yes, that is correct. ICA will not grant you citizenship until you produce documentation to show that you renounce your previous citizenship. The only way is if someone holds multiple citizenships and do not declare all of them except for one. No exception.

PRC and many countries including Indian, Philippines etc, one has automatic right to reclaim previously renounced citizenship at least once as a matter of course. I believe for the Philippines, you will need to also show one year that you have paid income tax.
