darpa contributed, but it's mainly collaboration between nasa and caltech in pasadena. caltech is huge in this endeavor and future space based program, especially in solving outstanding mysteries of the universe such as alien life, faster than light travel, secondary habitable planets, expansion/contraction of the universe, which are the objectives. technologies are just the means to the end game.
