The COE is supposed to control the overall car population to prevent a worsening of congestion, but PHVs have a greater impact on daily road conditions. Those who drive to and from work are on the road for about an hour; our cars are parked for 8-9 hours at the office. PHVs are plying our streets at all hours of the day and night.
