As long as the SAF paper scholar factory keeps churning out new faces, generals or admirals will be parachuted in to PAP politics, or as a director/stat board of some govt institution (e.g. Ng Yat Chung at NOL, Yam Ah Mee at LTA, then PA). If you cut the number of SAF scholarships (or make them less attractive financially) or bond the scholars for a much longer time in uniform, the problem can be eradicated. You want to be a general? Start from the bottom and work your way up the ranks.
Unfortunately, that won't happen as long as the PAP is in power. It needs these parachuted military men as key members of its own power structure.
