It was reported that PR's are required to stay in SIngapore for at least 3 years before they are allowed to purchase a resale HDB flat. No restrictions if they want to buy private properties.

Let it drop in 2014, buyers will pick up the property...but existing owners angry.
2015, let it rise a bit up so that buyers in 2014 will be happy and existing owners be appeased...bcos it is going back up
