But they are confident that they will be able to deal with any spread with REACTIVE closures.

School holidays now. Next week many asymptomatic children who either got it on their travel overseas or from their parents returning from overseas will be spreading this all over the schools to other children. And many will have no symptoms or minor symptoms.

Now I expect Singapore to have an explosion of cases 2 weeks after schools re-open.
As a grassroots leader and translator, it's my duty to serve as the bridge between the masses and the government. I often have to do the unpleasant task of explaining unpopular but necessary government policies. We do not presume that elected oppie MPs can do that. Hence, only PAP cadres can serve as grassroots advisers. It's a difficult but noble task.
That's what I fear for my daughter and other children in schools. There are more and more unknown link cases and it's crazy. This government is mad. My only conclusion seems to be they want a quick General elections when opposition is at a disadvantage, and they seem willing to sacrifice human fatalities. Any closure of schools or lockdown will spoil their grand master plan. That's the perception they are giving me.

PARIS: For reasons unknown, children rarely have severe symptoms when infected by COVID-19 and may even be a bit less likely to get the disease in the first place, experts told AFP.

But that doesn't mean infants, toddlers and teens are not carriers for the new coronavirus, which jumped from animals to humans in central China at the end of last year.

As of Friday (Mar 13), there were over 140,000 confirmed cases in 124 countries, with more than 5,000 deaths.

Experts estimate that the true number of infections - many with mild or no symptoms - is far higher.

"We know children get infected with the virus, but they don't appear to get very sick or die," said Justin Lessler, an epidemiologist at the Johns Hopkins Bloomberg School of Public Health.

"What we don't know is how much these asymptomatic or mildly symptomatic kids transmit," he told AFP. "This is key to understanding their role in the epidemic."

In a study from mid-February of 44,000 confirmed cases in and around the city of Wuhan, where the pandemic began, the 10-to-19 age bracket made up one percent of infections and a single death.

Patients under 10 comprised less than one percent, with no deaths reported.

"We are still trying to wrap our heads around the deficit of cases among those under 20," said Cecile Viboud, an epidemiologist at the US National Institute of Health's Fogarty International Centre.

There are several theories as to why kids, especially young ones, are less prone to serious symptoms.

"Children see so many illnesses in the first years of life that their immune systems are tuned up and respond nicely to novel infection," commented Sharon Nachman, head of paediatric infectious disease at Stony Brook Children's Hospital in New York state.

Whatever the reason, how easily children transmit the disease despite their relative imperviousness to illness "is directly relevant to the idea of closing schools," according to Viboud.

'FLATTENING THE CURVE'

On Thursday French President Emmanuel Macron said all schools in France - from kindergarten to college - would shut their doors as of Monday, until further notice.

So far, 29 countries - including Ireland, China, Italy, Poland and Japan - have suspended classes nationwide, affecting nearly 400 million kids, according to UNESCO. Another 20 nations having taken partial measures.

Some argue that locking children out of the classroom is not worth the social disruption caused, and that keeping kids at home may further expose older people to the disease.

"It might make the epidemic or the ability to manage the consequences worse," suggested Keith Neal, an emeritus professor of epidemiology and infectious diseases at the University of Nottingham.

It could, for example, result in a reduction in the number of healthcare workers to care for the sick, and "an increase in grandparents delivering childcare - an age group at much greater risk," he told AFP.

"It helps to contain the spread of infection, but it creates a wider problem in society, like missing out on an education," he said.

But most experts come down in favour of shuttering schools in order to slow the disease's progress and distribute the number of critical cases over a longer time period in order to avoid overwhelming critical care units in hospitals, as happened in Wuhan and Italy.

Doctors in both places described war-like triage in which they incubated a patient on the last available respirator knowing that one or more others in equal need was likely to die.

For Nachman, pulling children out of school is "a very reasonable measure."

"We assume that all children will get infection," she said in an interview. "But if they pass it to their parents and household contacts, it will be over a longer period of time."

"Instead of getting a hundred people sick tomorrow, we'll get ten sick for the next ten days, which means less people coming into the hospital all at once."

Our schooling system is half-day. To say that closing schools affect most parents are unwarranted. In half-day schooling system, most kids have grandparents, helpers, care centers or take care of themselves in afternoon. Therefore in a shut down, most people can help to watch over in mornings.

SINGAPORE: Schools remain safe places for children and many "significant additional precautionary measures" have been implemented to safeguard the entire system, Education Minister Ong Ye Kung said on Sunday (Mar 22).

In a Facebook post a day before schools were due to reopen after the March holidays, Mr Ong said he had received many emails and messages from parents.

“Some asked why not extend the March holidays, especially given the rising numbers of imported cases and impending border closures. Others, including several students, urged (the Ministry of Education) to keep schools open as they would like to go to school,” said Mr Ong, adding that he has personally replied to many queries.

He also went on explain the reasons behind the Ministry of Education’s (MOE) decision to open school on Monday.

“First, science. With the virus being around for several months now, there is body of scientific evidence showing that COVID-19 does not affect the young very much as compared to adults. Parents will be familiar with this concept, as this is the case for other diseases such as chicken pox," the minister wrote.

Mr Ong said that there is no evidence to show that the young are vectors or spreaders of the virus.

The reverse appears to be the case, where the young get infected by adults at home, he added. For the “small handful” of students who were infected, Mr Ong said they had caught it outside their schools.

With this in mind, he said it “may not be a bad idea” for students to spend the bulk of their day in school, where lessons and activities are arranged such that they mingle only with their classmates, who are "less susceptible to the virus than adults", the minister said.

“They will be quite a resilient group. If we close schools, many will not stay home, but may run around in the community and mingle with a lot more people, exposing themselves to more risk.

“In that sense, schools remain safe places for children, especially as they seem to be more resilient against the virus,” he said.

The closure of schools will disrupt many lives, especially working parents with limited childcare options with no domestic help, the minister wrote.

"We are particularly concerned about parents who are healthcare workers and providers of essential services," he said.

“Keeping our healthcare system strong is paramount in the fight against COVID-19. Our frontline warriors will be much more assured if their children are in school, meaningfully engaged, in a safe and healthy environment.”

Mr Ong said precautions have been put in place in schools, but there is "no place for complacency".

MOE has consulted healthcare experts and put in place many “significant additional precautionary measures to safeguard the entire system" in order to “maintain the calm situation we enjoyed before the March holidays”.

“We have implemented a leave of absence/stay-home notice policy, with the result that come Monday, every student, teacher, staff, canteen stall operator in school would not have gone overseas since the start of the March school holidays,” he said.

As a further precaution, he added that there will be “100 per cent checks” on their travel history at the school gates.

Students will also only spend their time with two groups - their class and their co-curricular activity groups. All other activities that involve mingling have been suspended. With co-curricular activities suspended for two weeks, Mr Ong said their only social group will be their class.

“Another significant precaution is that every morning, every student who is not feeling well, be it with a cough or sore throat, and not just fever, will have to be in an isolation room or sent home,” he added.

Students will also be seated apart in class, similar to during examinations.

“Teachers and students will continue to upkeep the highest standards of hygiene. There is constant supervision (for the younger students) and reminders for all students to wash their hands properly and regularly, and avoid touching their faces.

“Implemented together, these measures will serve as a robust layer of system defence, complementing the natural defence children may already have, to enable school to continue,” Mr Ong said.
