Since when renters can choose the paint colour coat to the property they renting ? Let the real owners decide.

The HDB refers to buyers of their flats as lessees (tenants), but want the residents to believe they are owners, so give them the right to vote on the colour coat. However, the lessor (landlord) will ultimately decide regardless of how the overall vote went.
