MFA Spokesperson's Comments on Consular Assistance to Singaporeans in Shanghai​

In response to media queries on the consular assistance to Singaporeans in Shanghai, the MFA Spokesperson said:

"The Singapore Consulate-General in Shanghai has been reaching out to Singaporeans and responding to their queries and concerns during the lockdown in Shanghai. The Consulate-General is closely monitoring the situation and in touch with the local authorities. The Consulate-General has been updating Singaporeans regularly on the evolving COVID-19 situation in Shanghai, including through a list of Frequently Asked Questions (FAQs), and has convened a virtual town hall meeting on 12 April 2022. The Consulate-General is also providing assistance to Singaporeans such as helping them source for essential supplies or replenish medication, sending food packs to those who are unable to obtain food on their own, and facilitating exit permits for Singaporeans to return to Singapore for urgent reasons.

Singaporeans who can still access delivery services may try purchasing essential supplies through online applications and participating in group buys within their residential compounds. They may also seek assistance through their neighbourhood residence committees. Singaporeans can refer to the relevant Shanghai authority’s official WeChat account for information on available vendors for supplies. Singaporeans who are unable to obtain essential supplies despite these efforts can contact the Consulate-General for assistance.

The current COVID situation in Shanghai is rapidly evolving. While the Consulate-General remains under lockdown, Singaporeans in Shanghai who require consular assistance may reach the Consulate-General via the emergency hotline +86 138 0194 9439 or email address [email protected]. Singaporeans can also approach the 24-hour MFA Duty Office at +65 6379 8800/8855. We urge all Singaporeans who are currently in Shanghai to e-register with MFA at https://eregister.mfa.gov.sg/ if they have not already done so."

Mr Lui Tuck Yew (吕德耀) has been Singapore’s Ambassador to the People’s Republic of China since 18 November 2019.

Born in 1961, Mr Lui graduated with a Bachelor of Arts from University of Cambridge, Trinity College United Kingdom in 1983. He subsequently obtained a Master of Arts Degree in International Relations from Tufts University, USA in 1994.

Mr Lui was Singapore’s Ambassador to Japan from 17 June 2017 to 25 October 2019. Mr Lui was the Minister for Transport from 2011 to 2015 and concurrently Second Minister for Foreign Affairs from 2011 to 2012 and Second Minister for Defence in 2015. Mr Lui was Minister for Information, Communications and the Arts from 2009 to 2011. He was first elected as Member of Parliament in 2006 and served as a Senior Minister of State in the Ministry of Education and Ministry of Information, Communications and the Arts until 2009.

Mr Lui was a Singapore Armed Forces (Overseas) scholar and served in the Republic of Singapore Navy (RSN), rising to the position of Chief of Navy in 1999.

Mr Lui was appointed Chief Executive of the Maritime and Port Authority of Singapore in 2003 and concurrently Deputy Secretary (Land), Ministry of Transport. He joined the Housing and Development Board (HDB) as Chief Executive Officer in 2005.

Mr Lui was born on 16 August 1961. He is married to Madam Teng Soo Fen and has two children. He enjoys travelling, reading, cricket, baseball and American football.
