I think bro meant licensed as in its a legal debt.
Most these people do is to embarrass the debtor and create a ruckus.....legally they can't pour paint lock door or set fire as they work within the law....but know of some who hire 'external contractors' for dirty jobs.

Many of these debt collectors work on pure commission basis....must recover debt then got salary.

They are permitted to collect debt but not allowed to harass or threaten debtors. File a police report if need be for threats, criminal intimidation, etc. Unable to pay debt is not a crime. Threatening a debtor is certainly a criminal offence.

...but they can collect only legal debts owed to banks, licensed money lenders, etc. Ah longs do not use debt collectors; they use arsonists.
