Man sent threatening letters with penknife blade to Pastor Rony Tan

A private tutor who sent threatening letters to several individuals was found to be suffering from a delusional disorder and persecutory delusions.

The recipients of his letters included a pastor, a former Nominated MP and the Fei Yue Family Service Centre president.

The court ordered Lawrence Chu Tuck Fai, 53, to undergo two years of mandatory treatment for his psychiatric condition.

He pleaded guilty to three of 11 charges.

Last February, he sent a letter to Fei Yue Family Service Centre president Thang Leng Leng. He said he would pay thugs to harm her and set her on fire.

He also posted a 7cm-long penknife blade in a letter to Pastor Rony Tan Soon Pheng at the Lighthouse Evangelism church.

In 2009, Chu sent a letter to Associate Professor Straughan at the National University of Singapore, threatening to harm her.

Chu's lawyer told the court that he was diagnosed with psychiatric illness in 2004, and committed the offences during a relapse when he did not take his medication.

Mandatory treatment orders are aimed at offenders who suffer from psychiatric conditions. Chu will not be jailed, but will receive compulsory treatment at IMH.
