S P setia started it but was eventually swallowed by the glc's as they were not big enough to fund the project.
The remnants of sp setia is now under eco setia I think. They got another smaller project in east london nearer to the city banking district.

Its not just forest city. Danga bay and many others are by china developers. But forest city located in tbe middle of nowhere to get interest.
KL alone has several abandoned development by china developers.all targetted china buyers till xi stepped in.
