Flash flooding and water rescues are being reported in Maryland as heavy rain soaked much of the state.

Maryland Gov. Larry Hogan has declared a state of emergency in Ellicott City, located about 13 miles west of Baltimore, after Sunday's flash flooding from heavy rains.


Authorities have no immediate reports of any injuries or fatalities, though information is still preliminary.

Numerous water rescues have been reported after heavy rain drenched the state and sent raging brown water surging down Main Street and past vehicles.

News outlets on Sunday showed photos and video of brown water rushing down Main Street in Ellicott City, which was heavily flooded in July 2016.




A flash flood emergency was issued in Maryland's Howard County at 4:40 p.m.

Some residents of Ellicott City said the flooding appeared to be worse than the 2016 storm that killed two people and destroyed local businesses.

A flash flood emergency has been declared in Ellicott City, Maryland, where about 6 inches of rain dumped in the span of two hours — and up to 2 more inches is expected to fall tonight.

Fire and rescue crews have responded to multiple water rescues as powerful flood waters ripped through the city's Main Street. The same area was devastated by deadly floods nearly two years ago.

Maryland Gov. Larry Hogan has declared a state of emergency and said he is on his way to Ellicott City.

Howard County Fire & EMS is now advising residents in the downtown area to leave before another wave of rain comes through. Fire officials have told residents not to call 911 if they are in a safe place as they were overwhelmed with calls.

A flash flood warning is in effect for Howard County, Maryland, until 10:30 p.m.

The fire department said at about 5:20 p.m. that the water was starting to recede. The National Weather Service said about 6:30 p.m. another round of flooding is imminent and residents and rescue crews should seek higher ground immediately.

"If you are trapped, we are coming," Howard County Fire & EMS tweeted. Crews as far away as Northern Virginia are helping with rescues.

The department is also responding to reports of buildings collapsing.

Fire officials advised not to try to drive through or cross roads with standing water.

People who need shelter can go to the Roger Carter Community Center at 3000 Milltowne Drive, Howard County Recreation and Parks tweeted.


Videos posted to Twitter show massive floods sweeping through Main Street in Ellicott City, which was closed for months after the floods on July 30, 2016. Two people died in 2016.

Howard County Fire & EMS said Sunday's floods rival those of 2016. It is not clear at this time if anyone was injured Sunday.

Storm Team4 declared Sunday a Weather Alert Day and heavy rain is expected throughout the region.

A flash flood watch is in effect until 2 a.m. Monday for the entire D.C. metro area, including Alexandria, Fairfax and the counties of Arlington, Montgomery, Prince George's and Loudoun.

7:20 p.m.

A witness says she watched cars being swept by flash flooding through a downtown street in Ellicott City, Maryland.

Jessica Ur, a server at a cafe on the city's Main Street, told The Baltimore Sun she saw the gushing brown waters carry three or four parked cars down the street.

The newspaper reports that the swirling waters reached the second flood of one building at its height.

But by about 7:30 p.m. Sunday, the newspaper reports, much of the water had subsided and rescue officials were walking around the downtown area while making sure people evacuated.

Maryland Gov. Larry Hogan earlier declared a state of emergency in the flood-stricken area. Hogan says he has directed the Maryland Emergency Management Agency to assist Ellicott City to recover.

Authorities say Ellicott City, on the west bank of Maryland's Patapsco River, is prone to periodic flooding.

Some residents of Ellicott City told The Baltimore Sun the flooding appeared to be worse than that from a storm two years ago that claimed two lives and destroyed local businesses.

Authorities in an area hit by flash flooding west of Baltimore say they have no immediate reports of any fatalities.

Spokeswoman Karen Spicer in Howard County says she has no immediate information of any deaths after flash floods coursed through streets in Ellicott City, Maryland on Sunday.

Information still is preliminary, however, and authorities say they are still checking flooded buildings and streets.

Footage of Sunday's flash flooding in Ellicott City, Maryland, shows water surging around cars and pickup trucks. The Howard County Fire & EMS agency also tweeted that waters had risen above the first floor of some buildings at the height of the flash flooding.

Some Baltimore County roads also have been flooded. A spokeswoman in Baltimore County said the fire department has received dozens of calls about cars stuck in high water and flooded basements.

ELLICOTT CITY, Md. --
A central Maryland town was hit by flash flooding Sunday afternoon, less than two years after a devastating flash flood blamed for two deaths and millions of dollars in damage.

Photos and videos taken by eyewitnesses show floodwaters several feet deep surging down Main Street in the city's historic district. Cars were seen bobbing in the water as people looked on from the upper floors of buildings.

The National Weather Service issued a flash flood emergency late in the afternoon for Ellicott City, a town 10 miles west of Baltimore, warning of an "extremely dangerous and potentially catastrophic situation."


Residents were urged to avoid the area, and those trapped were told to seek higher ground and await rescue.

Maryland Governor Larry Hogan said on Twitter that he had declared a state of emergency, and the Howard County Fire Department said it had summoned first responders from as far away as Northern Virginia to assist in rescue efforts. The agency added that water had risen above the first floor of buildings in some areas and that it had received reports of building collapses.

A local newspaper reporter remarked on Twitter that Sunday's flooding looked "worse than 2016," when a similar flash flood struck the same neighborhood on Saturday, July 30. During that flooding event, a group of bystanders formed a human chain to rescue a motorist trapped in her car in a widely circulated video clip.
