The water agreement is a legally binding agreement. There is nothing wrong in the stance Singkieland has taken. Mudland position is they are not happy it's their problem. And till date there has been no official request etc from mudland on changes etc. If m&ds were to negotiate in good faith Singkieland would have reciprocated. But it did not.
