The racial policy extends to the FT policy as well. We all know the 2 largest ethnic groups the PAP are brining in are the Chinese and the Indian. What is not so widely known as the level of Chinese immigration is merely at the level to maintain the current racial balance. Good point. Someone should suggest that couples over a certain income would have a Child Bearing Fund, CBF, for every year they are married without a children they would have to contribute 10% of their salary to it. Continue contributing until third child is born then can touch the funds. After that raise the age that they can fully withdraw the fund for their eldest child. This way, they can use the money to Ho Ching for "investment" and earn some money out of it.

As for the "poorer" income group, they would be forced onto the old policy. Stop at two, cannot afford, don't have children.

You're right, it was LKY's idea that some should have more children, others should have few or none. But he miscalculated one point, Muslims. His contraceptive, sterilisation and family planning campaigns couldn't work with them, even with a stick-and-carrot mix of incentivisation. No penalty or mandatory measures could be imposed on them. It'd be a worldwide Islamic conference issue if he dared to do it.

So the stop-at-two policy worked with the Chinese, especially with the high education high income families, to LKY's muffled horror. Population control policy completely missing the intended target.
