The LTA is conducting a survey on the COE framework, from the perspective of social equitability. Some of the 22 questions the authority has asked include:

• Do you think the current COE categorisation based on car engine capacity should be changed?

• What do you think should be the characteristics of a mass-market car?

• Do you think there should be a surcharge on multiple car ownership? If so, should it be at the individual or at the household (residential address) level?

• If we were to implement a surcharge on multiple car ownership, how do you think it should be levied?
