I think he may be too old by then. Looking back at TCB and why he still hung on to PAP and not setup a party much earlier on to fight against PAP since he had the balls to cross-sword with his masters before, I think his purpose was to provide another avenue for those newly emerging PAP moderates who wanted change but lacked the courage or whatever reasons to swing to opposition. While TCB was still in PAP, they could safely get close to him without being branded as disloyal to the party. I see opposition a bigger step to change from external while TCB a small step towards change from internal. If someone is deprived of food for long period of time, you cannot give him abundant food at one shot or his body cannot take it and he may die. I see TCB as someone who slowly gives PAP moderates their confidence, balls and ability to think without fear of incurring the wrath of their master within the party confines. I think he has his way of politics. More importantly, from all the affection that people showered upon him, can tell he is generally a good and sincere man. This sort of thing is hard to fake. If you are not sincere, a simple handshake is all it takes to tell.

TCB could afford to disregard the Whip and oppose the Bill because he was no tailcoat MP. He has his grassroot support in Ayer Rajah would voted for the name TCB rather than the party PAP. A huge chunk of Ayer Rajah is Hong Leong Garden, where the rich people of the west live and between them own huge chunks of factories in Jurong, Tuas and elsewhere. These are the people who has formed the backbone of TCB support since the beginning of his first term as MP all the way to his PE bid. There's nothing the Whip could do to him unless PAP was prepared to lose Ayer Rajah or even worse. Most of the other PAP MPs rely on the party name to win elections.
