Let Uncle contest SMC and Young stop contest GRC

Some old uncle request more manpower to allocate at SMC, so that they can win in the 12 SMC. Young Politician who age from 21 to 40 shall step down from contesting GRC. Because they cannot win in the GRC and the young candidate are wasted money and manpower. The other reason is young politician is weak in debating of political theory. So cut down GRC contest.
