With BSI sensor tech and sampling algo, phone foto has improved significantly but sensor size related noise and light response still hard to overcome with existing tech to match Medium Format sensor in civilian tech
 
Maybe military black ops has some unreleased tech that enable mobile phone size sensor to scale up to much higher spec to be used In micro satellites imaging app

Unlikely to be available to civilian markets anytime soon
