Help for this category should come from NGOs. I'd provide grants to set up such organisations but that would be the limit of govt involvement.

NGOs are made up of groups which share similar concerns. They need to muster resources from like minded people to support their cause.

People don't choose to be poor but they choose not to do anything about it when they are.

I disapprove of these measures. Why should the lazy louts of society be rewarded for their sloth with more than half a million dollars of taxpayer funds.

The roots of the problem is up for debate. One side insisted is the governing political party fault for importing too many FT deprive locals and their offsprings the chance for social welfare and competiveness. Another side will argue it's the progressive nature of a mature and developed countries.
