THE police have responded to comments about public perception that they do not manage war relics found on private property.

This response came about after The Straits Times reported that a site manager was unable to get authorities to help remove a war relic from his premesis after calling the police.

Director of Operations, Assistant Commissioner of Police Lim Kok Thai issued the following statement:

"There has been a number of postings and media articles giving the impression that the Police do not manage war relics when it is found in private property. I would like to dispel this notion. Police make no distinction between private and public property. The fundamental issue is one of public safety.

"Let me elaborate. The Police are responsible for ensuring public safety wherever the threat may be found. When a suspected bomb is found, whether on public or private property, the Police should be informed immediately.

(Public Safety is public safety, regardless of source of safety threat. The police distinction between bomb relics and whether on public or private creates the impression that "private" bombs are not their problem, the Police's explanation notwithstanding).

In this particular case, the Police responded to the call, secured the site, and contacted the CBRE (SAF's Chemical Biological Radiological and Explosives Defence Group) for expert assistance.

"The Police does not have a bomb disposal capability (This is a worry - Home Minister Teo told us to be vigilant but if we find something suspicious, the circuitous process of passing around the bomb parcel could lead to the public being killed if there is a real threat). and relies on CBRE. When their expert assessment was that the relic did not pose an imminent threat to public safety and can be removed by specialist contractors, the Police conveyed this to the landlord.

"And when the landlord had difficulty securing the services of a contractor, the Police again approached CBRE for help and they sent a team to the scene and removed the relic. (It is ironic that the ST carried out a story about how citizens can have access to all government services at one stop. A bomb is a bomb, relic or live. It appears that administrative procedures took precedence over the safety of the public, not to mention the loss of productivity all round.

"I would like to share that this reliance on specialist contractors who are qualified and licensed for such disposal of relics, is a well-established practice. This has been the arrangement for relics found and assessed to be safe for removal, for instance, in construction sites in the course of soil work, excavation or dredging. In the last 6 months, there were over 20 cases where relics were handled in this manner.

"Whatever the arrangement, the Police will remain in charge of the scene to ensure that disposal is effected in a proper manner and that public safety is not, in any way or at any time, compromised."
(I beg to differ. Any delay in disposing the relic bomb did expose the public to additional danger, if it was not there. That the party involved had to make a call to the Home and Deputy Prime Minister reflects the desperation of the concerned citizen and the seriousness of the situation.

In the light of DPM Teo's call for greater heightened awareness following the jailing of a leading JI man in Indonesia, the manner of the police response would not help in instilling the importance of the Minister's message.

I hope that the Home Minister will clarify the situation, especially on the reports that if found in private property, it is not the business of the government, which the police response did not address.

If I am a public, one day walk walk suddenly see a relic on piece of private land behind fence, but got nobody inside because land is not develop. Call police, they expert assess no danger then what? I have to call some "expert" who I don't even know exist to clean it up? Or try to call the landlord who may be a rich guy in Middle East to call some expert to come take it away?
 
I think I will call a foreign press first, then make a big hoohaa on internet till they sia-suay no face, then see whether they clear it willingly or not. Phui! Waste tax-payer money!专养一群没用的孬种!
 
I will beg to differ in this instance, security services in Singapore are paid for by the tax paying citizens. This is not Indonesia or The Phillipines whereby their departments are so woefully underfunded and their officers are so poorly paid that when you require their 'protection', you have to pay for it out of your pocket.

In this instance, an uxb cannot be treated as a relic because the explosives may have already decomposed but may be molecularly unstable that it still poses the danger of exploding. Why the hell is Cambodia still so wretched with so much farmland available? Their country was one of the most heavily bombed places during the Vietnam War that bombs and mines clearing will keep the UN busy for decades to come.

People die on a daily basis due to UXBs and we have this clown saying that its a relic

JI plants a bomb. It is found. Police, in spite of their unveiled threats to the public and pomp, have no ability to handle the bomb. They call SAF. Accountants on both sides dispute on the cost burden for the bomb. The bomb explodes in the meantime. Whose fault is it, taxpayers' ? What is taxpayer's money meant for? What is the 11.6 billion budget for SAF and 3 billion budget for MOH? Masturbation or for flipping? If the salaries of the staff from both institution is too, high, hire foreign talent. We might as well, since both agency staffs are threatening national security and public safety with incompetence and pussyfooting.

Like I said, it is the Government of Singapore that is inciting anarchy, hate and radicalizing Singaporeans, PRs, and even foreign talents here. Singapore government can fix people but not problems. Case in point is LKY. Well done.:D

Three others were seriously injured by the explosion which occurred when a bomb disposal team was cutting through the acid fuse of the bomb buried 24ft down in the university city of Goettingen.

The bomb which went off in Goettingen is of a type containing a vial of acetone which bursts on impact and is meant to trickle down and dissolve a celluloid disk that keeps back the cocked firing pin that then ignites the TNT inside.
Hans-Jürgen Weise, one of Germany's most experienced bomb disposal experts, retired two years ago after four decades spent making Germany cities safe.
He warned in 2008 of the danger of rotting detonators. 'The last few years we’ve found that the detonators we take out of such bombs are increasingly brittle.
'We had three extracted detonators go off with a pissssh sound while they were being transported away, all it took was a bit of vibration.
'One day such bombs will be so sensitive that no one will be able to handle them.'

What is assumed to be a WWII bomb exploded Monday morning at a construction site on the Autobahn A3 close to Aschaffenburg. A construction machine was planing the road surface to a depth of approximately 30cm. The driver seems to have detonated the bomb, sustaining fatal injuries, destroying the machine and tearing a crater measuring several meters wide. Debris was scattered in a circumference of up to several hundred meters, hitting and damaging passing cars. Drivers in the area suffered shocks but no physical harm.

Experts are still not sure as to the type of bomb, saying that the damage was not extensive enough for a standard airplane deployed bomb.

You are right. I want to see the police and CBRE dancing on top of the bomb and tossing it around like a rugby or whacking it to prove their point. No kevlar protection allowed. We the public will monitor will CCTV 3 km aware. Must be accountable and listen what, right?

If I were the tenant of the land, I will dig the bomb up, and drive over to the police station and park outside the door. U see how many mata will clear out from the building when u tell them there is a bomb outside. Singapore police is good for nothing chicken shit cowards.

Actually, since you have said it, if the police claim it is safe, then take away the police barrier tapes, bring the bomb back to the station, so that the public can be at ease. I mean, it should not be a problem to put it inside the police station, since it is safe right? Since the Commissioner's job is to give assurance to the public in PR campaigns, among his many duties, he can always put it in the meeting room on his floor, right? I mean this beats the Dongbei governor drinking water that was poisoned by chemical spill in 2006. If the Commissioner dares to do this and call the press, the public in Singapore and internationally will kowtow him. I know your police dogs are reading this thread. Why not do it to dispel all concerns and negative image that is been projected at the police? I am giving you a hint how to win the PR campaign, which your condemned public affairs and corporate affairs losers can never do in a million years. The police are fucking useless in singapore, worse than useless, cowards. If 3 unarmed peaceful oppos leaders meet in public, they will be surrounded by police ready to arrest them for unlawful assembly. But ask them to arrest on crippled mat who escape from jail, they can't do shit. The problem is no one is afraid of them. Least of all, FTs. Let me share with you a piece of hard truth -- Do you know that spending first has to start from the government? If government don't start spending or fund projects, private sector will be eating air. In every recession, the government has to start re-paving roads, or build new shelters. These mini projects are not priority. But they have to kick start the spending to channel the money to private sector.
