I agree with you that no business owner will retain older workers unless he/she is truly exceptional since it will cost the boss more to do so in terms of salary and insurance coverage. Even though not all older employees are less tech savvy or slower, it is still cheaper to hire younger staff.There is absolutely nothing wrong with age discrimination. As an employer my duty is to maximise profits not run a charity. Old farts have no place in a dynamic and fast moving environment. I fully support the PAP on this issue.
