The shipyard claims that they were about to install a second gangway when the accident happened. Question: were they flouting safety regulations when allowing operations to happen when the number of gangways (three? four gangways needed?) is insufficient?
Sounds fishy and suspicious like the SMRT's claim that they were about to implement a $25 pay rise for their drivers when the strike happened.
