the unemployed middle-aged over qualified are victims of "structural unemployment" - a very mysterious term conjured up by the pap bureaucracy. why with all their million $ pay, they still can't solve this depressing problem. one reasons could be the minister is a double-headed snake who acts for the workers' union and at the same time sides with the employers.

how could they be a positive solution with such a double-sided obscenely paid pap YES man being put in charge?

no one want to pay more for middle age workers, if they can get cheap foreigner workers.
