James Fu was the first of the hardcore communist to be flipped. He was in the same cell as Jek Yuen Tong who had crossed from the communist to the PAP a few years before. James Fu was rewarded and also as an incentive to attract other hardcore chaps to cross. Many did but you could not put all of them in a high profile position and many were given pensions via PA.
His English is at that time was not even on par with someone who came from a mission or govt english school. He was a chinese journalist and old man needed him to read between the lines and look for subliminal messages. As press secretary, his main roles was go thru the papers with a fine tooth comb and to get a lie of the land politically. In the past, it was done by Jek who was also a Chinese Journlist but he was in the new cabinet.
Note I draw a distinction between hardcore and pro-communist. Both of them were in the former as they inducted cell members.

Fu Chiao Sian (lka James Fu) was detained during Ops Cold Store in 1963. I do not know the length of his detention but do know that his skills with English caught Grate Leeder's eye and was made the PM's press secretary.
