Keep calm & do not be too judgmental to your close friend. He has free will to choose, to choose wisely or face the CONSEQUENSES later in life, which NO mortal can predict in our changed World.
1. We taxpayers had calmly & willingly paid various taxes to fund the skills UPGRADING program by our Elected legislators & govt.
2. As NO mortal is perfect or can predict the future in our changed World, rather than to take a huge risk in cherry picking industries, we are going for the bigger game to leave no stone unturned, to leave none behind unless they choose to, thus even toilet cleaning & appreciating fine wine, etc, are included in such program, as who knows what would come next?
Be PREPARED is better than cure, as fellow citizens lives are at stake to put food on the table for themselves & loved ones - the family, building block of Civilization. We taxpayers are not immortals, but we believed that each must be given the OPPORTUNITY to survive & will do so, because we each taxpayers, from the PM to the hardworking toilet cleaner with little education certs but yet worked hard & honestly to survive - believe in YOU.
Knowledge is a power & it comes with responsibilities to others. As it is an empowerment factor, may each use it wisely to BENEFIT Humanity than to undermine it for personal selfish gains...
3. In the case of your friend whom wants to learn the Viet lingo, it is NO harm, but an OPPORTUNITY if he is WISE enough to seize it, as Vietnam may become the next upcoming TIGER of ASEAN nations, with its willingness to work with USA, opportunities galore.
One needs not even needs to be major supply chain to MNCs & Viet SMES. One only needs to have the funds & the trust of another Vietnamese to WORK on the lower levels of supply chains, such as coffee shops, food centres, etc, & such would required the Viet lingo & culture to go thru the maze of red tape & opportunities in Vietnam.
At the least, even if he thinks that the lingo may help him in relationships to find a partner for life as lingo/communications with each other is critical, to form a family - the building blocks of Civilization, he will have CONTRIBUTED to not just our Nation, but to much needed population growth to our World....with sons & daughters to take Humanity to the next level of progress & evolution...
