SINGAPORE — The Group Representation Constituency (GRC) system should be replaced by a system that provides an ethnic fair representation failsafe without the disadvantages of GRCs, Singapore-based human rights non-governmental organisation (NGO) MARUAH has said.

In a position paper released this morning (Aug 19), MARUAH proposed that an alternative Ethnic Balancing Contingency System (EBCS) be implemented.

“The basic premise of the EBCS is that the electorate system should not presume a tendency among the electorate to vote along ethnic lines, which risks creating a self-fulfilling prophecy and undermines the standing of ethnic minority MPs regardless of the actual voting behaviour of the electorate,” MARUAH’s position paper said.

“The EBCS only kicks in if voters elect an insufficient number of ethnic minority candidates.”

Under MARUAH’s proposed alternative system, contesting parties would be required to ensure a fair ethnic minority representation within their total slate of candidates.

After electoral results are known, the proportion of minority candidates would be calculated. If the ethnic minority representation falls below MARUAH’s suggestion of 2 percentage points below the ethnic minority proportion of the total population, the EBCS would be triggered.

Then, ethnic minority candidates who were the best losers would be added as MPs with full voting rights, without being representatives of specific constituencies, to “participate fully in the life of Parliament”.

MARUAH said its proposed system would serve the same function as the GRC system but without its drawbacks, which “have tended to undermine the legitimacy of Singapore’s electoral system, particularly after GE 2011”.

MARUAH has published a position paper on the Group Representation Constituency (GRC) system in elections in Singapore.

In this position paper, the second in its electoral reform series, MARUAH approaches the issue of Group Representation Constituencies (GRCs) from the standpoint of the right to representative government as well as free and fair elections.

This paper concurs with the goal of ensuring minority representation in Parliament. However it argues that the GRC system is a poor tool to this end because it creates more impediments to electoral and representational fairness than it solves.

The GRC is an instrument that assures PAP's grip on power. Dismantle it and there is a possibility of the PAP losing a lot of seats in Parliament. So will the PAP dare take a risk?

That's true. But it can also be a double-edge sword. Losing one GRC can mean 6 opposition members getting into parliament all at once as we saw with Aljunied. So if East Coast and Pasir Ris fall in next GE, another 12 will be added. One to One constituency may be safer for PAP under current environment in fact.

Who knows what the WP will do:confused: They aren't in any position to make policy as they hold only a few seats.
It is the PAP which set up the system GRC system to hold onto power.

Absolute power corrupts especially if you have an oppurtunist like a LKY in the system.

When they start losing more GRCs and find that this is becoming a liability than a asset, they will then dismantle it. Not until then!!

Yes no matter. As long as enough sinkies grow a pair then pap can gerrymander until sinkieland is one single GRC with 87 candidates also no use....we will still kick those scums out.
