How many foreigners PAP plan to admit into Singapore?

Singapore deserves an explanation from PAP:

1. i. how many foreigners PAP plan to admit? (ie. target pop is 6million, 7 million, 8milion???)
   
2. ii. what is the criteria for admission? (ie. must foreigner do something Singaporean cannot do or unwilling to do?)

Singaporeans need comfort to know that PAP will not anyhow admit foreigners.
