How do PAP IBs earn money?

I started a thread on looking beyond the persecution of Tey and am surprised by the IBs interest on it. I would like to know how IBs earn money? For every respond they get or? If it's for every respond, what we can do is ignore them whatever shit they post. If it's for every post they make, should we reduce their points till they have to go through moderation to reduce their nonsensical posts?
