SINGAPORE: Workers' Party's Png Eng Huat has won the Hougang by-election with 13,447 votes against PAP's Desmond Choo's 8,210 votes.

Mr Png won the single-seat constituency with 62.09% of the vote, against Mr Choo's 37.91%.

The result was announced by Returning Officer, Yam Ah Mee, some two-and-a-half hours after polling closed at 8pm.

Separately, the Elections Department said that at the close of the poll, the total number of votes cast locally is 21,951 (inclusive of 294 rejected votes). This is 93.94% of the 23,368 registered electors in Hougang constituency.

The by-election was held to fill the seat vacated by former Member of Parliament Yaw Shin Leong, who was expelled from the Workers' Party following reports of his personal indiscretions.

Mr Yaw had won the seat in the May 2011 General Election with 64.8 per cent of the vote, against Mr Choo's 35.20 per cent.

Deputy Prime Minister Teo Chee Hean congratulated Mr Png for winning the by-election.

Mr Teo, who is the 1st Assistant Secretary-General of the People's Action Party (PAP), said he looks forward to Mr Png's contributions in Parliament.

SINGAPORE: Prime Minister Lee Hsien Loong has said that he is disappointed that PAP's candidate Desmond Choo did not win the Hougang by-election.

But Mr Lee, in a statement, said he is encouraged that the PAP obtained 37.91% of the vote this time.

Mr Lee, who is the PAP's Secretary-General, noted that this improves on the party's results in the constituency in two previous general elections.

In 2006, the PAP candidate received 37.3% of the vote in Hougang and in 2011, 35.2% of the vote.

Mr Lee said many Hougang voters were impressed by Mr Choo's sincerity, compassion and commitment, and attracted by the PAP's message of change and hope.

But unfortunately there were not quite enough of them for Mr Choo to win.

Mr Lee said he has spoken to Mr Choo, to thank him and his team for their hard work, and to commend them for fighting a vigorous and effective campaign.

Mr Lee said Mr Choo is naturally disappointed by the outcome, but is in good heart.

And that he is keen to continue serving in Hougang, and to contribute in any role that he can be useful.

Mr Lee congratulated the Workers' Party and Mr Png Eng Huat for winning the by-election, and he looks forward to Mr Png's contributions in Parliament.

Mr Lee said that he respects the choice of Hougang voters.

Mr Lee added that the PAP will continue to be present in Hougang, and that he is confident that the party will win back the constituency in a future election.

Mr Lee said that at the national level, the party set a new direction last year.

And since the General Election in May 2011, the PAP government has done its best to address important national issues like housing and transportation, immigration and population, economic upgrading and workers' incomes.

The Prime Minister noted that progress has been made, but there is much more to be done.

Mr Lee said now that the Hougang by-election is over, "we should refocus on these longer term issues, and work together as one people to achieve the best for Singapore."

SINGAPORE: Workers' Party (WP) Secretary-General Low Thia Khiang said he wanted to put the issues of the by-election behind the party.

Speaking to the media on Sunday morning before the start of his party's victory parade in Hougang, Mr Low said moving forward, he wanted to focus on working with the ruling People's Action Party (PAP).

Mr Low said he noted Prime Minister Lee Hsien Loong's message that there are many pressing long-term issues.

"The prime minister has said that there are many pressing, long-term issues ahead. I have noted what he said," Mr Low said.

"I think the Workers' Party will move on from this election and work together with the ruling party for the betterment of Singapore. We will move on from here and we also have our ground work to be done."

Mr Low added the Workers' Party also has issues it wanted to look at, the most pressing of which was the estate upgrading programme for Hougang.

Mr Low also said he would not be pursuing the matter of the leaked minutes sent to the media which contradicted Mr Png's explanation on why he was not selected as a Non-Constituency Member of Parliament.

WP's Png Eng Huat said he would work hard to serve the people.

He is now MP-elect of the Hougang Single-Member Constituency after winning the by-election with 62.1 per cent of the vote.

Mr Desmond Choo of the People's Action Party garnered 37.9 per cent of the vote.
