The government will propose a bill to introduce an across- the-board minimum wage in the 2008-09 legislative session, Tsang said today in his second annual policy address since being picked for a five-year term in 2007. Hong Kong will set up a minimum wage commission to provide advice and research, he said.
``An across-the-board minimum wage should protect workers against exploitation while at the same time prevent the loss of low-paid jobs,'' Tsang said. ``The government will handle the relevant issues, including the minimum wage level and related review mechanism, in a prudent and pragmatic manner.''
Hong Kong's unemployment stayed at the lowest level in more than a decade. The seasonally adjusted jobless rate was 3.2 percent in the three months ended Aug. 31, while the number of people employed rose by 13,100 to 3,546,300.
Hong Kong currently has a Wage Protection Movement, which urges employers to voluntarily pay about HK$5,300 ($683) to cleaners and at least HK$6,600 to security guards for eight hours of work, 26 days a month.
``Despite increases in both the number and proportion of workers benefiting from the WPM compared with two years ago, the situation on the whole is unsatisfactory,'' Tsang said, after a review of the program was completed this month.
Live-in housekeepers, drawn mostly from the Philippines and Indonesia, are currently the only group of Hong Kong's labor force that have a prescribed minimum wage. The city's labor unions want a similar standard for local workers, who are mainly employed in service industries. (Bloomberg)
