All Singapore ISPs have the same "banned sites" list which is issued by IMDA and/or law enforcement.
It does not make any difference which vendor you choose.
However once in a while one of the ISPs might make an error and a subdomain will be accessible even though the main domain is not eg the mobile version is not blocked even though the desktop version is blocked.
The method of censorship uses the ISP DNS so if you want to bypass censorship it is very easy. Instead of using the ISP's default DNS just configure Google's DNS instead.
Cloudflare has a DNS that is very easy to remember just enter 1.1.1.1
If you're using mobile just download the app
https://1.1.1.1 and it will configure everything on your phone for you.
