My 2 senile aunties lost my shop property title deed!

I am currently very broke as I invested $50,000 SGD in some American Los Angeles Human Bankers and they have not returned my money and returns on investments to me.

I did some research on google and it said that it might cost more than 1k to replace my shop property title deed!

Can I ask for special exemptions from HDB to replace my lost shop property title deed for free?
