The younger boy was only five when he died.
An autopsy revealed he may have been malnourished as he weighed only 10kg. Boys that age should weigh between 13kg and 19kg.
There were also suggestions of sexual abuse because of injuries to the pubic region. But nobody has been accused of the crime.
The boy had multiple bruises on him, but he had also suffered from an underlying abnormality of the small coronary arteries.
In his autopsy report, Associate Professor Gilbert Lau said it was contentious whether physical abuse and apparent neglect may have contributed to the death.
