Just make all the new citizen applicants go through a 40 week long CCE program taken from the primary schools. They must pass a written and practical exam (like flying a kite, chope-ing seat at hawker center and ordering 3 permutations of tea/coffee at the kopitiam) at the end of it. We want them to have the same values we are teaching our kids.

What about the Kiasu, Kiasi and Kiabor part? Should that be taught or just learnt from experience?
