The new allowed mobile devices for deliveries must conform to PAP standard, comes with warning lights ( even the blind can see), plays sounds ( even the deaf can here) & a speed even the snail can avoid getting crushed. Sell you at an affordable discount price, but must pay fees to join NTUC, PA etc. for an annual fee. Can pay by instalment, there will be enforcement to seize the units, if you default payment & will be barred from delivery services or buying anything by instalment. You know, who is da best?

What will most likely happen is that these people will get a new bicycle and continue their nonsense along the foot path...imagine every few seconds someone rings the bell to ask you to get out of the way...and not to mention when u take the lift they will occupy it alone and you will have to wait for the next one...all in this 7 mil is an excellent move by the govt to let them shoot themselves deeper into their own feet...let's watch
 
Create a dedicated half-lane on every major road for delivery riders. Problem solved. No issues for pedestrians. No issues for speeding vehicles. No issue for delivery riders.

Ensure every PMD must be registered, with visible warnings lights and sound. So pedestrians are warned beforehand of their presence.

No use of motorized PMD in areas frequented by foot traffic.

Most of the problems solved immediately.
