Govt paid Mercer S$860k for work with salary review committee

SINGAPORE - The government paid a total of S$860,000 to human resource company Mercer (Singapore) for its work with the Ministerial Salaries Review Committee.

Deputy Prime Minister Teo Chee Hean revealed this in a written answer to Parliament. This was in response to a question from Workers' Party MP Pritam Singh.

Mr Teo added that the chairman and members of the Ministerial Salaries Review Committee were all volunteers and they were not paid an honorarium or any other fees.

At the start of the review last year, the chairman of the committee, Mr Gerard Ee, had mentioned that the committee had a small secretariat of civil servants. They were resource persons and helped provide logistical and administrative support.

These civil servants supported the committee on a part-time basis and continued with their primary roles and duties.

The committee engaged Mercer to support the committee's work with their technical expertise on human resource and remuneration issues.

The committee had selected Mercer after assessing bid proposals submitted by three companies.

Mr Teo said no other additional cost was incurred by the government in relation to the appointment of the Ministerial Salaries Review Committee. CHANNEL NEWSASIA

SINGAPORE: "Am I up to it?" That was the first thought Mr Gerard Ee had, when he learnt he would be chairing the committee which would review ministerial salaries.

Early this week, while Mr Ee was on his way home, he received a call from Mr Tharman Shanmugaratnam, asking him to meet for a discussion.

Not having the slightest inkling of what was to come, the charity veteran turned up at the newly-appointed Deputy Prime Minister's office for a chat a few days later, during which Mr Tharman sounded him out on the possibility of heading a committee to review ministerial salaries.

"My first thought was, am I up to it? Such a role required one to be very, very objective," the 61-year-old Mr Ee told TODAY.

At the meeting, Mr Tharman briefed him on the committee's objectives.

It is not the first time the government has turned to the man dubbed "Mr Charity" for help.

In 2005, he was also called upon by then Health Minister Khaw Boon Wan amid the National Kidney Foundation (NKF) scandal to conduct a full independent audit of the NKF.

It came just two weeks after Mr Ee's retirement from Ernst & Young.

Why him again now? He admitted this thought did flit across his mind.

"Like everyone, I do get older, and it would be nice to lead a peaceful life," quipped the present chairman of the NKF and Changi General Hospital.

But "at the same time, it is a privilege to lead such a major task. I like to believe it's because I've always put in a great effort, and have been seen as neutral."

What was the assessment criteria?


If Mercer recommend too big a cut, next time no need bid for any gahment projects liao!!
