The SMRT's breakdown stories have left Gerrard a broken man. The Ministerial Salary Review recommendations have been ready for months but he is constatly told that the time is not ripe yet. First, he was told that the report should be released only 6 weeks after the taxi fare increase (he is also responsible for that one too) the stupid SMRT train breakdowns means further delays in the releasing of the report. That No Porn Shit Face Lui did not play his part. While he appreciates that orders have been given to ministers not to cock up any more, his blood pressure rises everytime he reads in SBF that he cannot even deliver a simple report - is it his fault that the trains breakdown? KNN, maybe he should reduce a few more percentage points from his recommendations.

1. He has no control over his work. He should have told ah loong that he will release his report when he is finished. No one can have the power to stop him otherwise he will be open to external coercion and influences.

2. His review well be implemented in full and to the letter. Or else people will view him as the scape goat.

If you are tasked to do a job as important as this but fail to demand these conditions, then you're incompetent.
