It's a policy used by dumb people who have run out of ideas on how to grow the economy. Any idiots will also know that dumping bodies into the economy can help grow the economy...
 
Unfortunately the bonus of our Ministers and civil servants is pegged to GDP growth and not per capita GDP growth.
