So many years had passed and scums in white still cannot solve the flood problem. Or is it just ponding?
 
The rain on the morning of 28 Apr 13 was heavy but for only about an hour and very localized. Indeed, by 1045h, when the pictures were supposedly taken, the rain was light. That the rainfall was localized meant that there were no other areas feeding rainwater into this area. It was also not high tide at the time of the flooding; it won't be for another 3 hours.

So it can only mean that there are serious problems with the drainage in the Chai Chee / Changi Road area. There can be no other factors.

One more thing. Where are the LTA enforcers and / or TP? Should they not be out and about directing traffic away from flooded areas? Or are they good only to stop people from taking pictures?

Not only that, concrete and small drains very quickly direct water into the larger drains and canals very quickly and as a result cause the larger canals/drains to overflow. That is pretty much why we have flash floods. As they continued paving over Singapore, they failed to enlarge the drains.
 
Are you joking? Get my smartly ironed uniforms wet and dirty? You wont see these buggers when there's a rain and there's an accident on the expressway. Just pretend to be giving out parking fines in dry areas. Or catching speedsters under shelter.
