The problems afflicting the S'pore Premier League (SPL) are easy to identify; the solutions are far more difficult to implement. In order to give S'poreans a league we can be proud of, the FAS needs a systematic 10-year strategic plan that addresses all the shortcomings since its heyday, in the aftermath of the Lions’ Malaysian League and Cup success of 1994. The FAS must have a long-term vision to inject revolutionary ideas, be entrusted with a substantial budget from a generous stakeholder and given 5 years to institute widespread reforms. The FAS has to form a capable team to professionalise the SPL’s system of management.
 
S'pore’s small geographical area is a hindrance to the development of loyalty to a club in any constituency. The redrawing of some of these boundaries every 5 years makes the FAS’ job even tougher. As such, some clubs may need to be renamed and their stadiums relocated to an area with a potentially large enough fan base.
