The only people who are entitled to complain is the Malaysian government who ISN'T complaining.

The petrol tax was intended as a DETERRENT to driving, so they are perfectly entitled to impose the 3/4 tank rule. In fact, they should just make it a full tank rule since those who pump at JB are robbing the Malaysians of their tax money since their petrol is subsidised (and don't believe that crap about not being allowed to pump, nothing a small kopi duit won't solve).

Say I am caught with less than a 3/4 tank in my car and prosecuted. Can't I cite anything that would help my defence? If one of those things is that the rule violates an international agreement which the PAPzis have signed, wouldn't the judges have to study that? And if all the Sg judges in the trial and appeal process disagree with me, can't I raise it to an international tribunal on account of this being an international matter?

As for the Malaysians I think they have found a way to control the outflow of subsidized petrol, so there might be less cheer with our 3/4 tank.

Even if they allowed individual complaints, the proper complainant would have been the petrol companies in Malaysia. What right has a lame Singaporean driver got to complain about WTO regulations?

On the other hand, an aggrieved party can petition the Malaysian government to take the Singapore government to arbitration. But they wouldn't do that at least not at the moment.
 
There no breach of agreement on petrol. Currently Malaysia hope that Singapore vehicle not pump petrol in Malaysia to reduce gov subsidy. And Singapore gov want to protect local petrol station operator by impose 3/4 tank rule. So actually meaning is mutual agreement even there is not black and white.
Both gov like the idea so both side gov not complaining either.
Only that consumer in Singapore side complaint that Singapore gov problem. Depend on the Singapore gov want to change the rule/bill in parliament. Malaysia side cannot do anything. If Singapore change the rule by taken away 3/4 tank rule then that become Malaysia side problem to control.
Currently Malaysia gov slowly open up fuel market by reduce the subsidy. RON97 price in Malaysia now is RM2.50 near to the actual market price. So Malaysia gov dont sudsidy much maybe only 10 cent/L.
That way now there is no restriction on foreign vehicle to pump fuel in Malaysia except RON95 selling at Rm1.90/L( heavy subsidy about 40cent/L) .
If both gov not complaint then there not breach of WTO.
If Malaysia now selling RON97 at RM2.80 , I sure there will put up big banner ( all vehicle are welcome to pump fuel in Malaysia). Because there is profit to make, that when Singapore have hard time to convince Singapore consumer and Malaysia gov will laugh at Singaporean.
